Unless you power on layer 3 switch; specifically 3650, you will not be able to configure it or even access the command line interface(CLI).

Here are the steps you can take to power on 3650 switch on Packet tracer;
Step 1: Add a Layer 3 Switch
To power on a Layer 3 switch, you must first add it to your network topology. We have a separate post on how to add the layer 3 switch on packet tracer.
Step 2: Launch the ‘Physical Tab’ of the switch
Select the Layer 3 switch by clicking on it, and it will load up the physical tab of the switch.
Step 3: Power on the Switch
Drag “AC-POWER-SUPPLY” from the left corner and drop on the first power interface of the switch located at the top right corner.
Repeat the process for the second power interface.
